Support to pilot for the development and launch of national quality assurance mechanisms

The Border Management and Visa Instrument (BMVI) is part of the Integrated Border Management Fund (IBMF), together with the Custom Control Equipment Instrument (CCEI).
IBMF is set up for the period 2021-2027 with a total of €7.37 billion. The allocation reserved to BMVI corresponds to €6.38 billion for the same period.
BMVI’s mission is to ensure a strong and effective European integrated border management at the Union’s external borders, ensuring a high level of internal security within the Union while safeguarding the free movement of persons within it.

Detailed Call Description
The objective of the call for proposals is to support national authorities of the Member States, responsible for border management, in their efforts to set up and/or develop national quality control mechanisms, ensuring that the Union law is correctly applied, and thus improving border management.
The national quality control mechanism should:
- Cover all components of the European Integrated Border Management as described in Article 3 paragraphs 1 and 2 of Regulation (EU) 2019/1896;
- Indicate the body responsible for coordinating, implementing, monitoring and following up the national quality control process;
- Cover all national authorities responsible for or involved in border management;
- Cover all border crossing points and border sections;
- Assess the functioning of the national border management system regularly;
- Ensure that remedial actions are taken in case of identified deficiencies;
- Ensure that the national quality control mechanism takes into account findings of the Schengen evaluation mechanism coordinated by the European Commission and based on Council Regulation (EU) No 1053/2013, as well as findings of vulnerability assessment carried out by European Border and Coast Guard Agency (Frontex) and based on Regulation (EU) 2019/1896.
Financing percentage by EU or other bodies / Level of Subsidy or Loan
The costs will be reimbursed at the funding rate fixed in the Grant Agreement (90%).
