Summary
The Fund will contribute to reach a high level of security in the EU, in particular by preventing and combating terrorism, radicalisation, serious and organised crime and cybercrime, by assisting and protecting victims of crime, and by preparing for, protecting against and effectively managing security-related incidents, risks and crises.

Detailed Call Description
Objective 1:
- Establish and undertake vulnerability assessments to identify potential vulnerabilities against attacks by outsiders or insiders; develop and implement a facility or event security plan, including preparatory, emergency and recovery measures; appoint and train a person responsible for the coordination and implementation of security measures contained in the security plan; develop and implement a crisis management plan;
- Initiate public awareness campaigns on reporting of suspicious behaviour and how to react in the case of an attack compromising the security of a facility or event; develop and implement an internal security awareness programme for all employees; develop and implement an internal insider threats awareness programme; develop basic security training programmes for all staff and undertake specific security trainings;
- Physical protection (e.g. assess security and physical protection issues from the beginning of the design process of a new facility or event; Assess the necessary access controls and barriers, whilst avoiding creating new vulnerabilities);
- Cooperation (e.g. appoint contact points and clarify respective roles and responsibilities in public-private cooperation on security matters; establish trustful and timely communication and cooperation that allows for a specific risk and threat information exchange between responsible public authorities, local law enforcement and the private sector; coordinate the work on protection of public spaces at local, regional and national level and engage in communication and good practice exchanges at all levels including at EU level).
Objective 2:
- Development of guidance materials on better protection against and detection of CBRN and explosives threats, for different types of public spaces;
- Development and implementation of security concepts, measures and programs for different types of public spaces;
- Development and implementation of trainings on better protection against and detection of CBRN and explosives threats, for different types of public spaces.
Objective 3:
Development of training modules for Member States law enforcement/civil agencies in charge of countering/mitigating the threat posed by noncooperative UAS, covering different functions and responsibility levels, incl. command, acquisition, operations management, training and operator in the field.
Objective 4: Activities promoting networking, public-private partnerships, mutual confidence, understanding and learning, identification and dissemination of best practices and innovative approaches at Union level, training and exchange programme about the marketing and use of explosives precursors. Eligibility For Participation Notes
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.:
- EU Member States (including overseas countries and territories (OCTs), excluding Denmark
Proposals must be submitted by:
- minimum 2 applicants (beneficiaries; not affiliated entities) from 2 different eligible countries
- the following entities can NOT apply as coordinator:
- international organisations
The main beneficiaries would be the general public using public spaces.
