Detailed Call Description
The SMEs in which an energy audit will be carried out are expected to receive detailed knowledge of their energy profile. They will also be informed about the prioritization and planning of cost-effective energy saving measures that they will be able to implement, based on the recommendations that the energy auditor will propose in his report. It is expected that the SMEs that will carry out an energy audit utilizing the provisions of this plan, will proceed to implement the energy saving investments proposed by the energy audit, utilizing other financial tools and/or private funds and/or licensed Energy Service Providers (hereinafter “PEY”).
The Scheme exclusively covers part of the expenditure for carrying out an energy audit, provided that it is carried out by an Energy Auditor (hereinafter “EU”) registered in the respective register in accordance with KDP184/2012.5 The EU register is posted on the website of the Energy Service of the Ministry of Energy, of Trade and Industry (hereinafter “YEEB”) (www.energy.gov.cy). The Plan does not cover investments with retroactive effect.

- one firm owns a majority of the voting rights of the shareholders or partners of another firm.
- a company has the right to appoint or dismiss the majority of the members of the administrative, management or supervisory body of another company.
- an enterprise has the right to exercise a dominant influence over another enterprise by virtue of a contract entered into with it or by virtue of a clause in the latter’s articles of association.
- an enterprise that is a shareholder or partner of another enterprise controls alone, based on an agreement it has entered into with other shareholders or partners of that enterprise, the majority of the voting rights of the shareholders or partners of that enterprise.
Eligibility For Participation Notes
All existing SMEs operating in areas effectively controlled by the Republic of Cyprus have the right to apply. SMEs that may participate in the project should meet the following conditions:
- in order for the applicant’s personal business, to submit a copy of the registration certificate in the VAT Registry
- in the case of a general or limited partnership, it must be registered pursuant to the Law on Partnerships and Partnerships and Trade Names, as amended or replaced from time to time
- in the case of a limited liability company with shares, it must be registered under the Companies Law, as amended or replaced from time to time
Provided that with the written authorization of the applicant/beneficiary, the sponsorship may be assigned to a third party (including the energy auditor or the energy service provider), after the approval of the application for sponsorship by the Commission. “SME” means a business that meets the definition of Small and Medium Enterprises. In summary, “SME” means a business which:
- employs less than 250 workers
- has an annual turnover not exceeding €50 million or an annual balance sheet total not exceeding € 43 million.
Businesses that are part of larger groups should also take into account data related to employees/turnover or the balance sheet of the Grant Scheme to promote the implementation of energy audits in Small and Medium-sized Enterprises taking into account the definitions of Associates and Affiliated businesses in the Regulation . In addition to the above limits, an enterprise cannot be considered an SME if 25% or more of its capital or voting rights are controlled, directly or indirectly, by one or more public organizations or public bodies, individually or jointly. The buildings, facilities, equipment and vehicles for which the energy audit related to the submitted application is carried out should meet the following eligibility conditions:
- To be used by SMEs for the purposes of carrying out their business activity.
- Not to be used as residences in the case of buildings.
- Be in areas under the control of the Republic of Cyprus
