Interreg Euro-MED Programme – 4th Call for proposals targeted to Test or Transfer thematic projects
Summary
The aim of the Programme Interreg Euro-Med 2021-2027 is to support the transition towards a climate-neutral and resilient society, ensuring a continuity with the 2014-2020 period Interreg MED programme. In this period, 2021-2027, it covers 69 regions of 10 EU countries (Bulgaria, Cyprus, Croatia, France, Greece, Italy, Malta, Portugal, Slovenia and Spain) plus 4 IPA candidate countries (Albania, Bosnia and Herzegovina, Montenegro and North Macedonia).The Programme has defined priorities and Specific Objectives (SO):

Detailed Call Description
Each Thematic project shall contribute to one of the priorities and specific objectives (SO) selected by the Programme:
- Smarter Mediterranean:
- O 1.1“Developing and enhancing research and innovation capacities and the uptake of advanced technologies”,
- Greener Mediterranean:
- O 2.4 “Promoting climate change adaptation and disaster risk prevention, resilience, taking into account eco-system-based approaches”,
- O 2.6 “Promoting the transition to a circular and resource-efficient economy”,
- O 2.7 “Enhancing protection and conservation of nature, biodiversity and green infrastructure including in urban areas and reducing all forms of pollution”
Each project selected under a mission through this call has to contribute to the above mentioned SOs. Under this call, Specific Objective 1.1 will not be open to for the Mission Sustainable Tourism. In the context of the 4th Call for Proposals, one Terms of Reference is presented for each one of the 4 Programme missions. The Terms of Reference of each of the missions, include, inter alia, the expected outcomes of the projects selected under a mission in the context of this mission. For the Terms of Reference for each mission please see the “Further information” section of this email.
In the context of this Call, projects elaborating a complementary approach with results from LIFE, PRIMA/HORIZON, EMFAF are strongly encouraged.
Under the present call, 2 types of projects are targeted:
- test projects: experiment common instruments, policies, strategies and action plans already developed to validate concrete solutions to be transferred.
- transfer projects: optimise and share validated common instruments, policies, strategies and actions plans to have the stakeholders adopt them.
Indicative types of activities for Test projects:
- Conducting preliminary or feasibility studies (if necessary and not available by other projects)
- Adapting, testing solutions through pilot activities
- Assessing and monitoring results from the pilot activities
- Elaborating plans for transferability of the results
Indicative types of activities for Transfer projects:
- Conducting preliminary or feasibility studies
- Developing initial stakeholder mapping to define target roles and objectives
- Developing and implementing of a targeted public relations strategy
- Designing, customising and deploying modules for transfer of results in a step-by-step approach.
Eligibility For Participation Notes
As a minimum, the project partnership must be composed of partners based in 5 different countries within the Interreg Euro-MED Programme cooperation area.
- For Test projects, it is highly recommended to include institutional and operational partners, mixed according to the project objectives, and not to exceed 10 project partners.
- For Transfer projects, it is highly recommended to include institutional partners and networks, and not to exceed 8 project partners.
The Lead Partner is a public body, or a body governed by public law (as defined in Directive 2014/24/EU).
Projects need to be either Test Projects or Transfer Projects. Applications for Transfer projects are strongly encouraged.
