Summary

The second Policy Axis seeks to make a significant contribution to green transition and environmental sustainability, through the achievement of national targets for climate neutrality, energy efficiency and renewable energy sources. It promotes reforms in the fields of climate and energy, sustainable transport, water resources management and the wider environment.

This axis is also the most important in terms of the overall contribution of the Plan to the climate targets, which reaches 41% of the total budget of the Plan, with actions over €500 million that are diffused in almost all policy areas.

Programme Description

Grants Scheme for the installation of 1000 charging points for electric vehicles «EV 1000» 1st Call

Detailed Call Description

The Grant Scheme finances the installation of charging stations for electric vehicles with a target to install 1000 charging points, with an intensity of 50% and a maximum amount of funding depending on the type of charger. It is noted that charging stations are distributed based on type, area of installation and proximity to TEN-T road network. Also each beneficiary is limited on the number of charging stations they can apply and more specific on the 1st Call, they may receive a grant for 4 charging stations per province with a maximum number of 15 throughout Cyprus, with the exception of local authorities who may apply to receive a grant to install up to 8 stations. Charging points that will be installed in mountainous and remote areas will receive a higher intensity rate of up to 55%, with the maximum funding limits remaining the same.

The potential beneficiaries are natural persons carrying out an economic activity, legal persons, Non-Governmental Organizations, legal entities governed by public law, Local Authorities who are owners or tenants of “Parking for public use”, and are active in areas under the control of Republic of Cyprus.

Eligible installation locations include among others parking lots for public use, municipal and community parking lots, private parking lots used by the public, petrol station lots, recharging station lots and on-street parking lots.

The eligible costs include the purchase of the charging station, the electrical study, the installation of the charging station, the connection to the electricity supply network, the marking and signage, the construction works and the auxiliary equipment, which are required for the installation of the station. It is noted that electric vehicle recharging points must comply with the provisions of the Decree on the Promotion and Development of Alternative Fuel Infrastructures (Technical requirements for electric vehicle recharging points), Decree of 2022 (C.D.P. 69/2022) and with any other national legislation.

Upon approval of the application, the applicant must sign the “Public Funding Agreement”. The implementation of the investment should be carried out within the time frames mentioned in the Grant Scheme. With the implementation of the investment and the submission of the necessary documents, the funding will be paid. The Department of Electromechanical Services or an authorized representative of the Director, may carry out sample checks. In case there are reasons for delay, and upon a relevant documented request, accompanied by the necessary supporting documents, the applicants may receive an extension for a specific period of time. It is noted that, in the event of rejection of his application, the applicant has the right to appeal, which will be examined by an independent Committee for the Examination of Objections, which, after examining the objection, will recommend to the Director of the Department of Electromechanical Services for a final decision.

Financing percentage by EU or other bodies / Level of Subsidy or Loan

50% of the eligible costs and/or the maximum amount depending on the type of charger.

Moreover, individuals exercising economic activity and legal persons under public law.
