Summary

The second Policy Axis seeks to make a significant contribution to green transition and environmental sustainability, through the achievement of national targets for climate neutrality, energy efficiency and renewable energy sources. It promotes reforms in the fields of climate and energy, sustainable transport, water resources management and the wider environment.

This axis is also the most important in terms of the overall contribution of the Plan to the climate targets, which reaches 41% of the total budget of the Plan, with actions over €500 million that are diffused in almost all policy areas.

Grant Scheme to encourage the use of Renewable Energy Sources and Energy Saving in Homes (2021)

Detailed Call Description

The Scheme covers the following categories of investments:

  • CATEGORY 1 – THERMAL INSULATION OF THE ROOF OF AN EXISTING DWELLING
  • CATEGORY 2 – THERMAL INSULATION OF THE ROOF OF AN EXISTING DWELLING IN COMBINATION WITH THE INSTALLATION OF A PHOTOVOLTAIC SYSTEM USING THE NET METERING METHOD
  • CATEGORY 3 – INSTALLATION OF A PHOTOVOLTAIC SYSTEM USING THE NET METERING METHOD IN EXISTING DWELLINGS

Basic Parameters:

  • The buildings for which the “Application for grant funding” is submitted should be legally used as residences.
  • The Scheme concerns installations in existing residences in which the application for a building permit or town planning permit has been submitted before 21/12/2007 (CATEGORY 1 and 2) and before 01/01/2017 (CATEGORY 3A and 3B)
  • Retroactive effect is applied to investments made after 09/06/2020 (CATEGORY 1, 2 and 3A). Does not apply to CATEGORY 3B.

Financing percentage by EU or other bodies / Level of Subsidy or Loan

The Scheme provides financial incentives in the form of state grants for the following categories of investments:

CATEGORY 1 – THERMAL INSULATION OF THE ROOF OF AN EXISTING DWELLING: Category 1 covers the installation of thermal insulation on roofs of existing houses. The category provides funding of 30% of the eligible costs with a maximum grant of € 1.500 for each application.

CATEGORY 2 – THERMAL INSULATION OF THE ROOF OF AN EXISTING DWELLING IN COMBINATION WITH THE INSTALLATION OF A PHOTOVOLTAIC SYSTEM USING THE NET METERING METHOD: Category 2 covers the installation of thermal insulation on roofs of existing houses in combination with the installation of photovoltaic system (PV) with the net metering method.

The category provides funding of 35% of the eligible costs for roof insulation with a maximum grant of € 1.800 and funding of € 300 per installed KW PV with a maximum grant of € 1.200. The maximum grant amount per application can be up to € 3.000.

CATEGORY 3 – INSTALLATION OF A PHOTOVOLTAIC SYSTEM USING THE NET METERING METHOD IN EXISTING DWELLINGS: Category 3 covers the Installation of a photovoltaic system with the net metering method for existing houses.

The category provides funding of €250 per installed KW PV with a maximum grant of €1.000 per application (CATEGORY 3A) and € 750per installed KW PV for systems installed in houses of vulnerable consumers with a maximum grant of  € 3.750 (CATEGORY 3B).

The maximum grant amount per application for CATEGORIES 1, 2 and 3A, are doubled (100% increase) for the houses that fall in the mountainous areas, within the framework of the National Strategy for the Development of Mountain Communities.
