Summary

Detailed Call Description
This call supports exercise projects aiming to design, plan, prepare, implement, conduct and evaluate different civil protection activities including a full-scale exercise in a multi-national scenario as the main event of the project. The scenario should simulate the situation and conditions of all types of disasters calling for the activation of the Mechanism, including the main theme and cross-cutting issues.
The full-scale exercise project must include the following elements and activities:
- Realistic and challenging scenario linked to risk assessments
- Management and control structures for the project and for the conduct of the exercises
- Activation of the Mechanism
- Deployment of an EU Civil Protection Team
- Deployment of assets and teams of the European Civil Protection Pool (ECPP)
- Use of the Common Emergency Communication and Information System (CECIS)
- Information exchange between the affected country(ies), participating states and the ERCC
- The involvement of relevant national operational structures
- EU Host Nation Support guidelines
- EU observers
- Evaluation, lessons learned and way forward
- EU visibility
The overall objective of the Mechanism is to strengthen the cooperation among Member States/Participating States in the field of civil protection in order to facilitate coordination to improve the effectiveness of the system for preventing, preparing for, and responding to natural and man-made disasters.
Financing percentage by EU or other bodies / Level of Subsidy or Loan
90%
EU contribution: Up to €1.000.000 per project co-financed under all call topics. The grant awarded may be lower than the amount requested, with a minimum of €400.000.
Eligibility For Participation Notes
Eligible applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.:
- EU Member States (including overseas countries and territories (OCTs)
- Participating States in the UCPM: Albania, Bosnia and Herzegovina, Iceland, Moldova, Montenegro, North Macedonia, Norway, Serbia, Türkiye and Ukraine.
- Instrument for Pre-Accession (IPA) beneficiary countries not participating in the UCPM: Kosovo.
- European Neighbourhood Policy countries not participating in the UCPM: East (Armenia, Azerbaijan, Georgia) and South (Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine and Tunisia).
Consortium composition:
Proposals must be submitted by a consortium consisting of at least three beneficiaries from a minimum of three different eligible states.
The project coordinator must be an entity from a UCPM Member/Participating State.
Affiliated entities are not counted towards the minimum consortium requirements.
Reminder: Only entities from EU Member States, UCPM Participating States, IPA States, European Neighbourhood States and International Organisations are eligible.
International organisations may work in cooperation with entities from EU Member and UCPM Participating States but cannot act as lead consortium partner nor does their participation count for the “minimum number of entities” above-mentioned.
The beneficiaries will design, plan, conduct and self-evaluate one full-scale exercise project in Member States.
