Program for Sustainable Urban Development URBACT III
Summary
The URBACT is a programme of European Territorial Cooperation which is about exchange and learning in order to promote sustainable urban development. It is one of the instruments of the Cohesion Policy which is co-financed by the European Regional Development Fund, the 28 Member States, as well as by Norway and Switzerland.
Programme Description
For 10 years now, URBACT has been a European Territorial Cooperation program that aims to support sustainable integrated urban development in European cities. The mission of the URBACT program is to help cities collaborate and develop integrated solutions to common urban challenges, using networking, learning from others’ experiences, drawing conclusions and identifying good practices, with the aim of improving urban policies.
Following the success of the URBACT I and II programmes, URBACT III (2014-2020) was developed to continue the work of promoting integrated urban development and contribute to the achievement of the Europe 2020 strategy.
- Policy delivery capacity: To improve the capacity of cities to manage sustainable urban policies and practices in an integrated and participatory way.
- Policy Design: To improve the design of sustainable and urban policies and practices in cities.
- Policy Implementation: To improve the implementation of integrated and sustainable urban strategies and actions in cities.
- Knowledge acquisition and dissemination: To ensure that those involved in implementation and decision-making at all levels have access to knowledge and share expertise in relation to all aspects of sustainable urban development in order to improve urban development policies.

The subject regarding URBACT III covers the following thematic objectives:
- Strengthening research, technological development and innovation.
- Strengthening access and quality use of IT and communication technologies.
- Strengthening the competitiveness of small-medium enterprises.
- Supporting the move to a low carbon economy in all sectors.
- Promoting climate change adaptation and risk prevention and management.
- Protecting the environment and promoting resource efficiency.
- Promoting sustainable transport and combating congestion in important infrastructure networks.
- Promoting employment and supporting labor force mobility.
- Promoting social inclusion and combating poverty.
- Investing in education, skills and lifelong learning through the creation of educational infrastructure.
- Proficiency development.
