Summary
The Widening Participation and Spreading Excellence part of the Horizon Europe programme, contributes to building research and innovation capacity for countries lagging behind. Ιt will implement concrete measures in support of Widening participation and strengthening the ERA and is divided in two components:
- Widening Participation and Spreading Excellence
- Strengthening the European Research Area

Programme Description
Horizon Europe is the European Union (EU) funding programme for the period 2021 – 2027, which targets the sectors of research and innovation. The programme’s budget is around € 95.5 billion, of which € 5.4 billion is from NextGenerationEU to stimulate recovery and strengthen the EU’s resilience in the future, and € 4.5 billion is additional aid.

Detailed Call Description
Twinning proposals should have to clearly outline the scientific strategy for stepping up and stimulating scientific excellence and innovation capacity in a defined area of research as well as the scientific quality of the partners involved in the twinning exercise. This scientific strategy should include arrangements for formulating new (or ongoing) joint research project(s) in the scientific area of choice and describe how Twinning will take this research to a new stage, by enlarging its scope and/or the research partnership. Proposals should focus on strengthening the research management and administration skills of the coordinating institution from the Western Balkan country. The emphasise should be on specific activities, which will help the staff of the coordinating institution to improve their proposal preparation and project management/administration skills. Additionally, setting up/upgrading a research management/administration unit within the coordinating institution through fully utilising the experience and best practices of the internationally leading partners and is expected to be a concrete deliverable of the Twinning exercise. Αctivities that are supported:
- short-term staff exchanges;
- expert visits and short term on-site or virtual training;
- workshops;
- conference attendance;
- organisation of joint summer school type activities;
- dissemination and outreach activities

Eligibility For Participation Notes
- The coordinator must be a legal entity established in one of the following countries: Republic of Albania, Montenegro, Bosnia and Herzegovina, Kosovo[This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence], Montenegro, Republic of North Macedonia, and Republic of Serbia.
- Furthermore, at least 70% of the budget for research activities must be allocated to the coordinator from the above stated eligible countries.
