In the transport sector, the programme will promote interconnected and multimodal networks in order to develop and modernise rail, road, inland waterway and maritime infrastructure, as well as ensuring safe and secure mobility.

Detailed Call Description
Studies and / or works on roads, rail-road terminals and multimodal logistics platforms related to:
- pre-identified road links as stipulated in Section 1 of Part III of the Annex of the CEF Regulation, in particular cross-border links on the Core Network;
- components of the Core road Networks located in Member States which do not have a land border with another Member State as stipulated in Section 3 of Part III of the Annex of the CEF Regulation;
- improving road connections to maritime and inland ports and rail-road terminals as listed in Annex II of Regulation (EU) No 1315/2013 as long as the projects address a significant bottleneck;
- construction or upgrade of rail-road terminals as listed in Annex II of Regulation (EU) No 1315/2013, combined transport transhipment points and other publicly accessible multimodal logistics platforms located on/in the proximity of the TEN-T Network, including connecting or siding tracks, power connections, truck waiting areas, adaptations for 740 m train length, clean transhipment equipment for intermodal loading units based on a zero-emission fuel (e.g. electricity, hydrogen), including specific equipment for rolling motorways and the transportation of semi-trailers by rail, and ICT equipment and applications.
Financing percentage by EU or other bodies / Level of Subsidy or Loan
- maximum 50% for the costs of studies
- maximum 50% for costs of works supporting inland waterways
- maximum 30% for the costs of works for projects supporting other transport modes
- maximum 70% for the costs of works in outermost regions (not applicable for works in inland waterways).
Applicants can apply for a higher project funding rate if your project concerns:
- cross-border links: 50% (not applicable for roads and maritime ports)
- completion of missing major cross-border railway links between Member States eligible for funding from the Cohesion Fund: 85%
Eligibility For Participation Notes
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.:
- EU Member States (including overseas countries and territories (OCTs)
- third countries associated to the CEF
