Specifically, the programme brings together aspects in order to streamline, exploit synergies and provide a better flexible, transparent, simplified and agile framework to finance activities aiming at a well-functioning sustainable internal market.

Detailed Call Description

This call for proposals aims primarily at developing innovative IP licensing intermediary services. Call for proposals, IP refers to all intangible assets, including copyright, patent, trade mark, design right, plant variety right, geographic indication and semiconductor topographies, as well as trade secrets and know-how.

At least 75% of the proposed matching activities should refer to intangible assets owned by start-ups and SMEs operating in one of the 14 industrial ecosystems identified as priority for the EU policies, such as the Green Deal and the Digital Strategy. The proposed services can focus on only one or more of those ecosystems. The use of Artificial Intelligence (AI) solutions is highly encouraged.

Applicants must explain how they will cooperate with existing SME support structures (especially in relation to IP and research and innovation) during the implementation of the action, mainly through mapping available solutions developed under other EU programmes. The intermediary services must be transnational under the conditions reflected in “Activities that can be funded section”. The intermediary services must be transnational, covering at least three EU Member States or SMP associated countries. Services for matching start-ups and SMEs established in eligible countries with companies established in third countries are also possible.

Activities that cannot be funded

  • Proposed intermediary services whose concept exists in the market for more than seven years.
  • Intermediary services in the context of stick licensing7 processes or Standard Essential Patents.

Eligibility For Participation Notes

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • be legal entities (public or private bodies)
  • be established in one of the eligible countries, i.e.:
    • EU Member States (including overseas countries and territories (OCTs))
    • non-EU countries:
      •  listed EEA countries and countries associated to the Single Market Programme or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature.
