Detailed Call Description
Operating grants should provide support to the functioning of certain NGOs during 2023 financial year for activities including awareness raising on various health aspects, communication and dissemination, capacity building and training, expert collaboration and networking.
Through their core operational activities the health NGO will deliver on increased health literacy and health promotion, capacity building and networking contributing to the optimisation of healthcare activities and practices, by providing feedback from and facilitating communication with patients.
Applicants must include data on the following specific action-level indicators in their regular reporting activities, and must be prepared to include additional specific actionlevel indicators where needed:
- Number of staff in NGOs participating to the actions supported that contribute to the achievement of the EU4Health objective (per specific objective)
- Number of activities/actions supported that contribute to the achievement of the EU4Health objective (per specific objective)
- Number of outputs (including access and download of the online materials) delivered relating to awareness raising activities on various health aspects such as health literacy and health promotion
- (by type e.g. factsheets and relevant literature, materials for teachers on health literacy, assistance and promotion of twinning with other European schools, etc.)
- Number of outputs (including access and download of the online materials) delivered relating to communication and dissemination activities (by type e.g. online materials produced, webpages published, manuals and tools produced on case studies, etc.)
- Number of outputs delivered relating to capacity building and training activities (by type e.g. capacity-building activities and training courses organized to reduce the impact of risk factors for non-communicable diseases, etc.)
- Number of people participating in capacity building/training activities
- Improved level of knowledge after the activity
- Satisfaction rate of the participants
- Number of people/entities benefitting of the actions supported that contribute to the achievement of the EU4Health objectives (per specific objective)
- Number of people in vulnerable groups actions benefiting of actions supported that contribute to the achievement of the EU4Health objective (per specific objective)
Financing percentage by EU or other bodies / Level of Subsidy or Loan
Project budgets (maximum grant amount) are expected to range between € 500,000 and € 1,000,000 per project.
The costs will be reimbursed at the funding rate fixed in the Grant Agreement (60%). Your organisation can apply for a higher project funding rate (80%) if your project is of “exceptional utility” where at least 30% of the budget of the operating grants is allocated to activities in (one or more) Member States whose Gross Net Income per inhabitant is less than 90% of the EU average.
Eligibility For Participation Notes
In order to be eligible, the applicants must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.:
- EU Member States (including overseas countries and territories (OCTs)
- eligible non-EU countries: listed EEA countries and countries associated to the EU4Health Programme or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature
Additionally, applicants, NGOs active in the public health area (see p. 9-11 of the call document)
Consortium composition – Only applications by single applicants are allowed (mono beneficiaries).
