Summary

The second Policy Axis seeks to make a significant contribution to green transition and environmental sustainability, through the achievement of national targets for climate neutrality, energy efficiency and renewable energy sources. It promotes reforms in the fields of climate and energy, sustainable transport, water resources management and the wider environment.

This axis is also the most important in terms of the overall contribution of the Plan to the climate targets, which reaches 41% of the total budget of the Plan, with actions over €500 million that are diffused in almost all policy areas.

Detailed Call Description

The Scheme covers the following categories of investments:

  • CATEGORY 1 – THERMAL INSULATION OF THE ROOF OF AN EXISTING DWELLING
  • CATEGORY 2 – THERMAL INSULATION OF THE ROOF OF AN EXISTING DWELLING IN COMBINATION WITH THE INSTALLATION OF A PHOTOVOLTAIC SYSTEM
  • CATEGORY 3 – INSTALLATION OF A PHOTOVOLTAIC SYSTEM IN EXISTING DWELLINGS

On 22/08/2022, the expansion of the list of vulnerable consumers who can benefit from CATEGORY 3B (Installation of Photovoltaic System in homes of vulnerable electricity consumers) of the Plan has been approved. More information at the link below:

Basic Parameters:

  • The buildings for which the “Application for grant funding” is submitted should be legally used as residences and the electricity bill of the houses should concern a household tariff.
  • The Scheme concerns installations in existing residences in which the application for a building permit or town planning permit has been submitted before 21/12/2007 (CATEGORY 1 and 2) and before 01/01/2017 (CATEGORY 3A and 3B)
  • Retroactive effect is applied to investments made after 01/08/2021.

Financing percentage by EU or other bodies / Level of Subsidy or Loan

The Plan provides for the following grants per Category:
CATEGORY 1-Thermal Insulation of Ceilings of Existing Homes: The category provides for funding of 45% of the eligible costs of each application. The maximum amount of sponsorship per application can be up to €2 250.
CATEGORY 2-Thermal insulation of roofs of existing houses in combination with the installation of a photovoltaic system (PV) with the metering offset method: The category provides for funding of 55% of the eligible costs for thermal insulation of the roof with a maximum grant amount of €2 750 and funding of €450 per installed KW PV with a maximum sponsorship amount of €1 800. The maximum amount of sponsorship per application can be up to €4 550.
CATEGORY 3 -Installation of a photovoltaic system using the metering offset method in existing homes: The category provides funding of €375 per installed KW of PV with a maximum grant amount of €1 500 for systems installed in the homes of domestic consumers (CATEGORY 3A) and funding of €1 000 per installed KW PV for systems installed in homes of vulnerable consumers with a maximum grant amount of €5 000 (CATEGORY 3B).
The sponsorship amounts and the maximum amounts for CATEGORIES 1, 2 and 3A are increased by 50% for houses that fall in the mountainous areas, within the framework of the National Strategic Development of Mountainous Communities (ESAOK).
