For this topic priority should be given to Common Operational Partnerships along the main migratory routes, in particular, the Eastern Mediterranean and Western Balkans route, Silk Route and North and West Africa migratory routes.

Eligibility For Participation Notes
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public bodies or, by the competent authority’s madate, a public or non-public implementing agency or body of a Member State participating in the ISF)
- be established in one of the eligible countries, i.e.:
- EU Member States (including overseas countries and territories (OCTs), excluding Denmark)
- non-EU countries: without any limitation as long as relevant for the call for proposals in view of the migratory routes towards the EU.

- International organisations — International organisations are eligible.
- Entities without legal personality — Entities which do not have legal personality under their national law may exceptionally participate.
